Question PC turn off/on

While I was playing a game I knocked my power cord off by mistake. Turned my PC back but it was a bit slow, restarted it but its now stuck on restarting loop even I shut it off and turned it back on. CPU fans turns on for 2 seconds then off, 5 seconds later it restarts and repeats.
I unplugged everythig, RAMs, GPU, HDDs, SDD and etc left only the cpu, cooler and power supply but it still doing the same. Welp!!

That should not happen, I most of times Force by switching PSU off tho.
Try to clear cmos.
Unplug PSU, remove shiny battery (Aka cmos battery) , press and hold power button for 30s~, then re plug the battery and plug psu , switch it on and see what happens next.

Did what you say still the same thing

CPU i7 4790K
GPU 980 gtx
Motherboard gigabyte
PSU not sure but its 650wt
RAM 2x 8 GB hyperx fury

Could it be a faulty PSU?
