[SOLVED] PC turn on for 1 sec and turn off

Hello
I bought a new CPU cooler (be quite dark rock 4 pro)
there is 2 fan
when i plug fan 1 in CPU fan and fan 2 in SYS fan(1)
the PC turn on for 1 sec and turn off then turn on again and turn off
but when i plug 2 fan in CPU fan the PC work good
so what is the problem and can this damage the PC?

9600k
z390 pro carbon ac
ssd m.2
1 tb hdd
2060 super

There's no reason not to connect both CPU cooler fans to CPU_Fan header, they need to run in unison for best performance.
If BIOS doesn't recognize cooler fan properly, it will refuse to boot.
