So I got 2 new parts, motherboard and CPU.
I install them, and when I turn on the pc (while it's on its side on the floor), it turns on, and starts turning off, and on, and off, randomly, sometimes it takes a long time, some times it turns off 2 seconds after turning on.

When I put the case straight it didn't do any of that and booted fine.

Does this mean something was shorting it while it was flipped? Any ideas...?

Did you check locations of all standoffs?

Sure sounds like a short somewhere

does the PC start with the case off take the motherboard out and run it without the case and if it doesn’t shut off, then you shorted something to the case
