PC turning on and off repeatedly

Specs are:

i5 4690k
MSI Z95 Gaming 5
16GB RAM
Corsair AX760i 760W PSU
GTX 970
2 HDD
1 SSD

This is a new build and I assumed my old Nova Tech 600W PSU was the issue, how ever I am still getting the same problem with the 760W good quality PSU.

I've tried with no RAM, removing GPU. I'm running out of ideas.

can you check in the bios if all voltages and temps look normal?
do you have an after market cpu cooler or stock one? your cpu cooler is well installed??
did you put thermal paste??

PC powers on for 1 second and restarts so nothing every gets displayed to check BIOS.
Got CoolerMaster 212 cooler I used in my old PC, tried reseating my cpu and heat sink.
Put my arctic silver paste on.

I'm pretty sure it's a dead MB, but really hoping it's something I've missed.
