[SOLVED] PC turning on but not posting

I've recently purchased a new motherboard (MSI z370 gaming plus) and a new processor(i5 9600k) and im positive I've installed everything correctly but my PC is not posting there is power going through the system because the fans and LEDs come on but the USBs and other outlets on the pc do not work. I've tried switching out ram slots and testing the graphics card in a different PC (which I've confirmed the graphics card does work) but when ever I try to use the new PC it doesn't post

It could possibly need a bios update but I would think most boards would ship with a new enough bios by now to support 9th gen parts. But it doesn’t mention 9th gen in the Newegg description.

Long story short the board is either DOA, or more than likely shipped with an older BIOS meaning it can't boot with the newer processor until the BIOS is updated which you can't do without a compatible processor.
