PC Turning On Problem

When I turn on my PC by flipping the power supply switch and then pressing the power button, the PC turns on for a second (the power led turns on, fans start spinning and I can hear the HDD) but then it turns off for two seconds (power led turns off and fans stop) and then it turns back on for good this time.

I've never encountered this problem but I am hoping someone here has and was able to solve it.

Does the computer turn on for good and stay on for a long time or does it turn off, on, off, on and so on?

Could you please give us the specs of your computer? If nobody here can help you, try to contact the company that you bought the computer from. If you have made the computer yourself, ask someone you know if they know how to fix it, if not then just wait for a good solution on here and do your research. Does the computer run slower now or the same?
