Question Pc turns back on after turnoff?

I don't really think I need to explain it. After my pc is turnt off, it immediately switches itself back on, and the fans spin much faster than normal. I've had this problem for a while and I don't like having to turn it off at the switch constantly

What are your specs (list of hardware)?

What is "state after power failure" set to in your BIOS?

I built the pc a long time ago, and forgot the specs. And I'm not sure about the "state after power failure" part, or how to access it
