[SOLVED] PC turns off at windows screen. Please help

My internet went out for a short bit, then my PC turned off. When I tried to turn it back on it just powered on for a second then powered right back off. I took my ram out and put it back in, which then let me boot up to the windows home screen. But as soon as I get to the home screen, my CPU fans start going up and down then my PC shuts down.

I just put in a new gpu yesterday but I don't think its drawing enough power to be the problem. ( Went from a 1070 ti to a 1660 ti) also when I try to go into my bios menu before I boot windows it won't let me when I push delete, I don't think my keyboard is connecting fast enought. Anybody have any idea what is dying on me?

full system spec? include make and model of the psu

I suspect that the power of the power supply is too small, you can try another power supply
