PC turns off on boot

PC keeps turning off on boot.
Specs:
Intel i7-4790 @ 3.6 GHz
Zotac GTX 1070 ti AMP edition
MSI H81M-E34 motherboard
Cooler Master Masterwatt lite 500
8gb (2x4 gb) HyperX Fury

Every time we turn on the PC it shows the motherboard screen but as we try to go into BIOS or just let it try to boot up, it cuts out and flickers on and off. The flickers are 1-2 seconds appart.
I did go with the recommend psu, when i tried it with the old psu it said to power the gpu but it didn't turn off at all, even tho the cooler master just turns off bo mater what.

Have you upgraded your components? Like Mem or GPU then turned it on and had this issue started?
