PC turns on and off by itself and won't boot up

I need help when I turn my PC on it turns on and off by itself and it won't boot up I was playing a game and it froze when I changed a resolution setting then I refreshed the computer 4 times because the game froze in the same place everytime now the PC has the boot up problem. Please help
