PC turns on and off in 5 sec intervals after upgrade

Its my first time dealing with a Motherboard swap, and after placing a new CPU, RAM card and MoBo, the PC will turn on for 5-10 seconds, then turns off, then on again; repeatedly. The Monitor cannot get a signal at all during this, and I'm not sure what's at fault.

BTW the issue is the system is n a configuration that it can not pass POST. Power On Self Test. This is causing the loop. First go through the trouble shooting steps and report back.

And you need to post full system specs in future for help with problems like that!

As it turns out, it was a RAM card that was just a millimeter away from the bottom of the slot. I've reapplied the Paste and double-checked all connections just to be sure, and it's working just fine now. Thank you again!
