PC turns on and off repeadetly after startup

Hello there,
I bought an i5 3570 and I replaced my old CPU. Everything was fine until I noticed that the cooler was not placed corectly. So I took off all the cables and I removed the motherboard. Every cooler pin clicked and I placed it all back.

When I turned the PC on, all the coolers were working but after 2 seconds it turned off, without anything showing on the screen.

I removed the RAM, GPU, placed back the old CPU and same problem occurs. The only components that I have not replaced to test if the PC is running were the HDD, the motherboard and the PSU.

Any help?

i5 3570, old CPU: Celeron G530
HD Radeon 5770 1GB
8GB RAM Kingstone HyperX Savage 1666Mhz
ATX-600W P4 PSU
180GB HDD HD200-HJ 7200RPM

When you say that the cooler want placed correctly, what do you mean?

What cooler is it?

Normally, rapidly switching on and off means two things. The first is that you're tripping the short circuit protection. The second is that your PSU uses a very poor short circuit protection mechanism. Decent PSUs do not turn back on when the short circuit protection is tripped.
