PC turns on and off repeatedly - Gigabyte Motherboard

Hi,

Similar other threads on the forum with this title but I'd thought I'd ask anyway.

Spec is

CPU - Intel Core i5 4440 3.10GHz Socket 1150 6MB Cache Retail Boxed Processor
Motherboard - Gigabyte GA-Z97-D3H Socket 1150 VGA DVI HDMI 8 Channel Audio ATX Motherboard
GPU - Gigabyte GTX 960 WINDFORCE 2X OC 2GB GDDR5 Dual DVI HDMI DisplayPort PCI-E Graphics Card
RAM - Kingston 8GB (1x8GB) 1600MHz DDR3 SDRAM 240-pin Unbuffered non-ECC Memory
PSU - Corsair CX 600W Fully Wired 80+ Bronze Power Supply

When I power it, it turns on for a few seconds then off for a few seconds repeatedly.

Things I've tried

Resetting the CMOS by removing the battery for 10 minutes
Only having the RAM and CPU installed
Tested on cardboard rather than in the case
Tried 2 different PSUs.

I hear no beeps and it fails POST.

The odd thing I've found is during the on cycle, if I turn off the main power, there is a random beep noise (that made me jump the first time I heard it). Otherwise there are no other beep noises during the whole process.

Any other ideas I may try or is the motherboard beyond repair?

have you tried running 2 sticks of ddr3 in slots 1/3 or 2/4
