Question PC turns on and then resets itself over and over

I came home from work today, turned on my pc, installed a corsair and steelseries update, then needed to restart my computer. When it tried to turn back on, it boots up, then a few seconds later turns off, and then just repeats over and over. When my pc turns on, the fans all turn on, the lights on my GPU light up and it sounds like everything works, but looking at my mobo, the ECO and OC lights turn on, but the debug panel doesn't turn on at all. It doesn't stay running long enough for me to get to the BIOS, so I can't do anything like that. It's literally just on for 2 seconds, off for a few, then repeats.

ANY help would be greatly appreciated!

mobo: gigabyte z170x Gaming 5
cpu: intel i5-6600k
RAM: G.Skill Ripjaws V series 16 GB
GPU: Gigabyte GTX 1070
PSU: Corsair - RM 550
HDD: WD Caviar Blue 1 TB
SSD: Samsung 850 Evo 250 GB

Yup. Or at least I think I have. Not huge on computer knowledge, but I think I was able to do it. Still no luck though.
