Question PC turns on and turns off

So i dug my old PC out from storage couple of days ago it wouldn't turn on i checked everything and ended up figuring out the ram was bad replaced it and it turned on i got a new ssd and installed windows 10 it worked great was using it yesterday and it cut off randomly i immediately tried to turn it back on and the fans would spin for a second and then cut back off if i hold the power button they will spin until i let go also if i hold it the speaker on the motherboard makes a clicking sound similar to a heart beat so far i have unplugged everything to try to find the issue i thought it was the psu so i went and got a new one today and its still the same thing ive moved ram back and forth probably 15 times now ive removed the cmos battery and put it back in to reset everything ive tried it with no ram same thing only thing that changes is if i unplug the atx 4 connector then it turns on normally but no display of course i reseated cpu it turned on normal without it im leaning towards a bad cpu but it looks perfect not sure if it could be that or the motherboard
