Asking for a mate,

Upon pressing the power button, the computer very briefly turns on (No beeps and all LED's light up. Fans Running etc. No output to monitor, nothing appears there)

We have checked all cables and are pretty sure they are all connected fine and ram is firmly in slots.

Specs

Motherboard: Gigabyte GA-PH67A-UD3-B3
CPU:Intel Core i7 2600k
GPU: Asus 1050ti
RAM: Kingston 2x4gb ddr3
PSU: 600w (not named)

Solution
Sounds like some kind of PSU problem, or a temperature problem but I doubt it since as how you describe the problem, it doesn't have enough time to heat up.

Two things comes up to my mind to locate the problem:
- Try taking the CPU cooler out and see if there's still some thermal paste there. If not, put some of it
- Change the PSU and see what happens.
