Question Pc turns on, but black screen and gpu fans turning

Hello guys, so a friend of mine recently bought a new pc, but there is one problem, the screen is black.
So i reconnected the power pins on the gpu and remounted it too, the fans are turning, but the gpu power indicator does not turn on and the screen stays black, also the gpu gets a bit hot. I have to add that as soon as i turn on the pc, the gpu power indicator blinks once. I took appart the pc and rebuilt it.
So, does anyone have an idea?

Apparently there was a problem with the whole build, so we sent it back, and they fixed it without telling what was wrong.
