[SOLVED] Pc turns on but does not boot into bios first time

I helped my friend build a pc, it turns on, the fans start spinning, but it does not display the bios on the screen, i left it on for about half an hour or so, and then i gave up. Front panel headers are correct, every connected fan spins, gpu light up and spins, but still, no post at all. Tried different HDMI cables and everything, screen works with ps4 etc.

Gigabyte b450m ds3h socket am4
ryzen 5 2600
1x16gb 2666mhz ddr4
a400 m.2 ssd
1tb hdd
Gigabyte rx 590

That and can you confirm what PSU make and model it is?

we used this: Cooler Master MasterWatt 600w

Do you have a link to the PSU? MasterWatt Maker? or a MasterWatt Lite? If it's the lite, then it's a fairly poor PSU quality in relation to many others. Bad 5V ripple, not great undervolt protection either, so it COULD be a culprit. But it's just a case of eradicating all the potential causes.

Have you covered all steps in the guide?
