Question PC turns on but fans not spinning

Hi, my PC boots up, display shows up, ram, gpu, cpu everything works but front and back panel fans do not run. Top fan runs flawlessly. When did it happen?
I opened the case, removed GPU, cleaned it with spectacle cloth, changed ram slot, unplugged HDD wire...boot up the pc, it did not boot up because of unplugged HDD even though I have windows on SSD. So I plug it back again but the fans do not run. I have tried unplugging cpu and system fan power and fan wires but I have no idea why they're lightning up but not spinning. And I have changed CMOS battery as well.

Specs:
GPU - RTX 2060
Processor - Ryzen 5 7600x
Mobo- Gigabyte B650m Gaming X AX
Ram - Adata 16gb 6000 MHz
PSU- Asus Tuf gaming 550w (less than a 9 month old)
Case- Galax Revolution 01

I have been having issues regarding mouse lag since 2019/2020. I built this new pc in Aug 2023 but the problem persists. Last time I opened this pc back in October 2023. Unplugging and pugging ram, then resetting bios, made mouse faster for some reason. I face power outage every now and then and mouse became slow and laggy again so I opened the case again but fans stopped working.

What BIOS version are you on for your motherboard? As for your fans, what headers are they hooked up to?

You might want to invest in an UPS, that will help you alleviate the issue of your system shutting off without warning. You should also state where you're located.

The more you speak of the issue, it seems to me like you either have a corrupt OS or your motherboard's BIOS is corrupt.

Bios version WAS the latest F21a, I downgraded it to F10 AFTER this issue, then to F7 but it did nothing. The fans spin on startup but stop before Windows login.

CPU is hooked to CPU FAN header. Rest 2 headers on Sys Fan 2 and 3 header. I haven't changed any of these, they are right where they were before. Only unplugged and plugged them back but as usual, it did nothing.


I did purchase a UPS back in 2020 but it died within an year. Purchasing a costly 1000VA UPS which would die within an year is not a good deal for us in third world (India), especially after I've spent every penny I had in my pocket for the upgrade. Although I do have future plans for it.

Also, I forgot to mention that I have a DeepCool liquid cooler connected to CPU fan header. The rgb lights up and it works. The front and back panel (Galax) fans spin, but stop before Windows Login Screen but the top panel DeepCool fan functions as intended. I have tried unplugging and plugging wires back in the controller but that did not work either. I have also plugged case fan wire into another Sys_Fan header but the outcome was same.

Update- I tried a 600W power supply but that did not work.
I went into bios- Sys_Fan1 showed N/A (where the case fans are connected)
Then I went into fan settings and messed around a bit. All the "Fan Control Mode" are set to Auto. I changed Sys_Fan1 to PWM and fans start spinning. On Voltage option it stops. What's happening? Can someone explain. It used to work on Auto before but now I have to set it to PWM.
The top fan Sys_Fan3 and Cpu_Fan still work on auto. I changed Fan 3 to Voltage and it stopped as well. Why is the auto feature not working for this particular Sys_Fan1 😐? I spent entire day with open case trying to fix things. Even called computer repair guys who couldn't find a solution.

Also updated the bios to F20 just before I found this solution. No amount of bios upgrade or downgrade fixed it. Morever, the Sys_Fan1 are running fast even on idle now. Sys_Fan2 is running at 540RPM but Sys1's (combination of 4 system fans) at 1607 RPM. Not sure if it's the combined speed.
Also, you were right. Its something to do with bios but why? Fans were working as intented before I opened the chasis.
