PC turns on but fans turn on full and no output to monitors

Title explains it all. Turn the PC on, It starts to do its thing, and all of a sudden the fans turn on full whack and it just stays like that. Previously I could replace the CMOS battery with CR2032’s but now its just a game of hope. Please help! Thanks

Ok, so it's not a protection issue due to the CPU fan not spinning. Now we move forward.

Does your motherboard have video outputs in addition to the outputs from your graphics card. According to the specifications for your unit, it does, but I always like to verify. If it does, try disconnecting your monitor from the graphics card, removing the graphics card, and connecting your monitor to the video output from the motherboard. See if anything changes when you try to boot. I'm assuming that right now there is nothing on the screen at all?

If swapping the video card does nothing different then the next thing I'd do is try removing all the RAM except a single stick, and try to boot. If it doesn't change, try the RAM in another slot. If...
Title never explains it all. Not even close. LOL.

Let's start with your full hardware specifications including exact and full model numbers, as close as possible, for CPU, motherboard, GPU card, memory, storage drives, power supply and a little history of the system including how old the build is and how long this problem has been happening, or, how long it wasn't happening after being built, would also be helpful.

All I know is I have 2 x 4GB of ram, an intel i3, MS 7782 motherboard, and an AMD Radeon graphics card.
My pc is a HP Compaq Pro 4300 Small Form Factor running windows 10

I think the first thing you ought to do is take the side panel off and look at the CPU cooler. With the side panel off, power on the unit and look to see if the CPU cooler fan is spinning. Also look to see if the CPU cooler heatsink is packed full of dust and dirt. Let me know on both of those.
 
Alrighty, The heatsink isnt full, just had a incy bit of dust, all cleared now, and yes, the fan is spinning. Every fan is functional and each heatsink isnt full to a point where it would cause anything.
