[SOLVED] PC turns on but no peripherals or monitor turn on

Specs:
GTX 1060 6GB
Intel i7 9700k
MSI 390-A pro
Corsair Vengeance 2 8GB Ram
CORSAIR - CX-M Series 650W

I tried to turn my PC on a couple days ago and it wouldn't turn on my keyboard mouse, or anything of the sort. I looked around and most people said it was a motherboard problem, but then I ordered a brand new one and the same thing is happening. I have no idea what the issue is now so any help would be appreciated.

Do all the small EZ Debug LED's (next to the 24-pin power connector) turn off when you boot?

The LED's all turn on when booting up and stay on

Try removing the video card and boot using the onboard graphics.
Try booting without any drives connected to see if you can get into the BIOS.
