Question PC Turns on but no post beep or display.

Hello guys! Recently i replaced my old socket 754 board with an am2 board.If ur curious the board is an ASUS M2V. After installing everything i powered it on and i heard no post beep, and the display showed nothing. What i tried :
1.Switching my power supply with another one (didnt work)
2. Reseating the ram into an another slot (didnt work also)
3.Removing the CMOS Battery for 10 minutes (nothing happened)
4.Cleared the CMOS jumpers (again didnt work.)
5.Removing my Video card and putting it back.

What i have not tried
1.Try with another cpu (dont have one laying around)
2.Try with 1 stick of ram( i hav only one )
3.With the integrated graphics (my board does not have)
So plz help me!

CPU :Athlon X2 4000+ 2.1ghz
Video Card : Asus EAX1050 1gb
First power supply : Rasurbo Silent&PowerDLP-430
Second power supply : Spire OEM-ATX-400W-PFC

Maybe i need a better watt psu or what causes my system to not boot? I checked my board qvl and kingston is my ram and its on that list.

with old hardware, only way is to replace each one to see which components is failing

Or it doesnt deliver enough juice to the pc?
