Question PC turns on but nothing connects

Specs
Motherboard : ASRock 970 Extreme3
GPU: gtx 1050ti
Old CPU: fx 6100
New CPU: fx8300
Ram: 4 sticks of 4GB ddr3 viper xtreme
Power Supply : 1000w

So about 3 days ago I tried to replace my CPU, and when I put in my new CPU in the computer it turned on but none of my connected devices would turn on, so I put my old one back in and my connected devices still wouldn't turn on.

Did you reset CMOS ?
 
It should be on the MB, look it up in the manual. On those older ones there were usually 3 posts with a cap on two of needles. With power right off, move that cap to middle and other post for few seconds and replace to first position. Likewise you can remove CMOS, button battery for few minutes and than replace.
I replaced the battery but nothing changed
