Question PC turns on, fans run really fast, but just a black screen.

Whenever I turn on PC, the fans on GPU run extremely fast and there is no display, just a black screen.
Here's what I've tried:
  • swapped GPU
  • swapped PSU
  • swapped HDD
  • swapped RAM
  • used different PCIE ports
I removed GPU and plugged monitor into motherboard to use integrated graphics. It booted up perfectly fine.
I'm guessing this is a motherboard issue? I'm hoping not, is there any other possibilities?
Specs:
  • i5-4570
  • GTX 770
  • B85-G41 PC Mate Motherboard
  • 2x8 1866Mhz Patriot DDR3
  • 600W TR Smart PSU
  • 500GB WD Scorpio

Is this a new build or a build with new parts or an old build that has suddenly stopped working?
What PSU did you swap it with? The TR Smart PSUs are poor quality so swapping them with one another may not help.

Are you running any overclock or XMP anywhere?

Sooner sounds like a PSU / GPU issue based on:

Are you able to try another GPU in your system or your GPU in another system?
