Question PC turns on for 1 second then stops

This started happening a few days ago, whenever I try to turn my PC on it goes on for 1 second the lights and fans turn on then they immediately turn off, there is also no display on the monitor. I thought it might be the PSU so I tried the paperclip test and it was working fine.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:

I tried the paperclip test and it was working fine.
Paperclip method for PSU's are flawed, they can't tell you how much power the PSU can effectively output.

Try changing ram or cpu
