Question PC turns on for 30 seconds then switches off and then repeats the same process

CPU: Ryzen 5 3600
RAM: 2x8GB Corsair Vengeance LPX 3200MHz
Mobo: ASRock B450M Steel Legend
GPU: EVGA RTX 2060 Super SC Ultra
PSU: Corasir RM550X

The PC turns on for 30 seconds after pressing the power button, the CPU and GPU fans continue spinning. The power supply fan turns on for a short while and then stops. The case fans I had plugged in to the motherboard didn't work upon first boot. Does not POST, does not give any error codes from the BIOS speaker either.

I have removed the motherboard from the case and put it on the box and plugged in the bare minimum of CPU, RAM, GPU and HDMI cable from GPU to monitor and still have the same issue.

Yes, the motherboard box says it is Ryzen 3000 ready
