PC turns on for a second then turns back off.

Hello, I built this PC about 9-11 months ago and this is the first ever problem it's had. If I put it to sleep or just shut it off, when I try to turn it back on it turns on for a second, as in all the lights go on, then it just shuts off, all the lights go off as well. I first noticed this two days ago and assumed it was nothing, but now it just happened again.

It usually takes me about 4-5 tries to turn it on. After it happened the first time I went out to get some utilities to clean it, and I just cleaned it. Immediately after I try to turn it back on after cleaning is when it happened the second time.

Does anyone have any idea why this would be happening?

That's my PSU, not sure about the wattage.
 
It is a 630W PSU and Rosewill is ok for a PSU maker. The only way to test it is by using a known good PSU to see if your system powers. You could also use paper clips to jump the PSU to turn it on the a voltmeter to test each line (3.3, 5 and 12v) but that is only recommended for experienced people.
