[SOLVED] Pc turns on for half a second with 4-pin cpu plugged then turns off

Whenever the 4 pin cpu is plugged in the leds and fans work for half a second then everything turns off. whenever it isn't plugged in everything inside turns on with the leds and fans spinning until the pc has been turned off. The pc has never worked or booted up before because of this.
