PC turns on for one second then turns off, repeats until I turn power supply off.

Hello there! I know there are 500 othere threads kind of like this, but I believe my problem is different.

As the title suggests, when I turn my pc on, it goes on for half a second, and then turns off, then repeats untill I turn off the power supply.

Things I have tried:
Breadboarding
One stick of ram
Paperclip trink on power supply (power supply works)
Reseating cpu heatsink
Reseating cpu
Reseating everyting else XD

I believe that my cpu is not getting power, as when i turn my PC on, the cpu does not heat up at all. I have reseated the cpu and its heatsink (I have the corsair h50 water cooler) to no avail. The pins all look good. I have check all the cables several times and unplugges and replugged them too. When the cou power is unplugged, the same exact thing happens, which makes me believe either the connector on the motherboard or the cpu connector on the psu is bad.
