Question PC turns on, no beep and no display

Hello,
I have a 10 years old pc.
When I turn it on, all fans and hard disk turn on, but there are no beeps and no display (no BIOS).
I removed all RAMs and turned it on, and got the beeping error thing.

I changed the PSU 2 years ago. Can it be faulty?
