Pc turns on. No signal to monitor, no power to mouse, keyboard

OK. I turned my gaming pc on this morning, and was greeted with no signal on my monitor. It starts, the fans all spin, and lights are all on, but no signal to the monitor, and no power to mouse or keyboard.
I unplugged the psu, held the power button down for a minute and tried again. Took out the memory sticks and GPU, and tried again. Still no signal to the monitor, or power to the mouse or keyboard. Cleaned the psu out, and re seated the GPU and other stuff, no signal. Is this a GPU, motherboard, or what? My system is r9 380 GPU, fx 8350 cpu, GA 970a ud3p mb, 16 gb ram.
