Question PC turns on split second then powers down

Hi all, I have a self-built(2017) PC that is unfortunately failing to power on successfully. I have tried so far to remove the hardware one by one to the point i only have the Mobo,CPU and PSU attached, under this configuration it is still failing to power on. I have just tried to do the paperclip test on my PSU and i did get a fan powering for a couple seconds, according to Corsair (as per the link below) this seems to be ok? I was getting the blue screen of death now and then prior to this failure, not sure if its related.

Any help or pointers would be greatly appreciated, I am a bit lost as what to do next, assuming i have done things correctly it can only be Mobo or CPU, not sure how i would go about testing those.

My spec:

PSU: Corsair HX1000i
Mobo: Asus ROG Strix X299-EGaming
CPU: Overclocked i7-7820X
Cooling: Corsair cw 9060007 (water cooled)
RAM: Corsair Vengeance LED (4 x 8gb)
GPU: Gigabyte GeForce GTX 1080

Note i brought a Overclocked bundle inc mobo/ram/cpu that was set up prior to me receiving the parts.
