PC turns on takes up to 45 minutes to post

I recently got a new hard drive for my pc build that I was doing. Everytime I go to boot freshly such as the next day it takes forever for the screen to finally post. When it is on and I can actually use the pc it works just fine. I can restart it without issues as long as i can see the screen first.
CPU: Intel Celeron G3930 2.9gh
RAM: 16 GB
Hard Drive: Western Digital WD5000AADS 500 GB
 


Yes the new drive is the only one on the system. The last drives issue was it had got corrupted or broken it wouldn't allow me to fix it so I got a new drive. I have tried 3 different SATA cables and all of the SATA ports. I did not use a disk check utility but I did run the generic hard drive tester where you right click the drive and go to properties.
 


I have not tried checking the ram one at a time but I have swapped the sticks to different slots. Also I have tried reinstalling windows twice.
