Question PC turns on then immediately turns off?

graphics card seems quite warm, is this Idle temps? I'm not 100% sure , and I'm sure someone will correct it if I'm wrong, but could it be the GPU is getting too hot, causing system to shut down. I know (or so I thought) that normaly they just throttle themselves to keep cool etc.. but I wonder if its not a possibility .. cuz that seems pretty warm for idle (if its idle) depending on PC age, it could simply need new thermal paste as well.. as it does dry out and become pretty much useless over time. . ive seen temps drop as much as 15 degree just from replacing old worn out paste (on a pc that was like 8 years old but still decent i7 CPU etc)
