PC turns on then off within half a second

Hi,
I built my first pc yesterday and when I turned it on, it turned off immediately. I have tried all my components in a different machine and it turns out that it is the motherboard that is causing the problem.

After inspecting the motherboard, I saw that there was a part that looked burnt. If this is the case, am I eligible for a replacement or is this my fault? My motherboad is a gigabyte ga-z68mx-ud2h b3

Have you checked to see that your case front panel on/off switch is plugged into the correct header?
If you think the part is burned, send it back.

Send it back anyway. No matter if you dropped it from the Empire State Building, send it back.
