Question Pc turns on then off

Hello, my current pc has not been posting. It has turned on for not even a second and then off. This PC is also a custom rig too

MSI H61M p31/w8
I5 2400
8GB Ram
EVGA 500W psu
Corsair Spec delta RGB
Kingston A400
WD 500Gb hdd
MSI aero itx GTX 1050 Ti 4gb

Also my mouse lights up indicating there is power going to my PC
