[SOLVED] PC turns on, turns off, turns on, then goes into bios

Whenever i shut my PSU off lately, which I have always done to turn off the LED on my motherboard, and then I go to turn the computer on; when I hit the power button the computer will turn on for about 3 seconds, turn off for a few seconds, turn on again, and then go into bios setup. Once I'm through the bios setup, it runs normally. What would be the cause for that? Its acting like its the first startup of the build but with everything still on the discs.

Side note: This has only started happening after the computer was turned off for about a month.

Solution
PSU, or board, I'd say. You can start by replacing the board's CMOS battery with a new one.
For the LED, try enabling ErP Ready in BIOS and you might not have to turn off the PSU.
