Pc turns on very buggy, HELP

Don't know how to describe it otherwise.
When i press the power button the led lamp goes on, fans start working, then it goes off.
Then it turns on again(led, fans, everything), then it goes off.
Finally after 2 times it starts and works for as long as i keep it on(even gpu and cpu stress tests).

CPU temp/socket temp was never higher than 62.
GPU temp was never higher than 75. The system is not overheating generally.
When it turns on it gives the normal performance, just the turning on itself is worrying me.

Gigabyte 970a-ud3p rev 2.0 (under warranty)
FX 6300 (under warranty)
10 gb ram, 1 stick of 2gb, 1 stick of 8gb, only the 8gb is under warranty, both Kingston 1333mhz
r7 360 powercolor(under warranty)
patriot ignite 240gb (under warranty)
Kinda old hard drive, don't even know the mark, i use it only for storage.
PSU: Chieftec CTG-600w.

Please don't write this off instantly as a Falty psu, i've heard on this forum before that people dislike chieftec. In Europe, and Serbia where i live chieftec is known as a good mark and it has no trouble when i play games that put my CPU and GPU to maximum use, it never shut down.
I'm not saying that it's NOT a PSU problem, just asking to take other things into consideration.

EDIT: WHen it comes back from sleep it doesn't do this.

I know what you said but you description really does indicate a PSU problem in my experience. It sounds like it has to charge the capacitors before it will power the system and it is the capacitors that age and usually fail over time. I'm not sure about Chieftec but low quality PSU use low quality capacitors and other components making life expectancy much shorter
