Build: GeForce 1080TI FTW 3, Ryzen 7 1700 up to 3.65GHz, 3200Mhz 16gb DDR4 (running at 3200 as per the mobo), Prime x370-pro Mobo. 2 144hz monitors but both running at 120hz because I can't get them both to work at 144hz without forcing the video card to stay at under load mode

At first I thought it was just PUBG's shitty optimization (60-90 fps fluctuating) but no matter what game I try I seem to be doing way worse than people with way older and worse PCs. Recently installed BattleRite and i barely manage 110-120 unstable FPS there which seems weird for such an easy to run game. COD WW II runs with barely anything above 130 (and it dips), League around 140-150 stable on aram, and only FIFA 18 manages to stay over 200. I run all games at 1080p, 120Hz, lowest possible settings.

I bought a new set of ram as per the QVL of the mobo (to run at 3200Mhz) and upgraded my PSU to EVGA - SuperNOVA G2 850W 80+ Gold from my old 550W one (though I had the same results with the old PSU). I also just purchased new Thermal Grizzly Kryonaut Paste and will try to reapply it just in case I fucked it up the first time. All Windows and Nvidia options are also set to high performance and all drivers (nvidia, bios) are up to date.

I am out of options because I doubt the thermal paste will do anything. The only thing I could do is just buy an Intel CPU with a new mobo and pray it works better. However, no money for that so... any help would be greatly appreciated!

I may be over exaggerating a bit. Your GPU usage is low, lower than what I'm seeing others having. Your's is 44% while other's is 70%-95%, depending on OC. Your temps are good. I'm not sure why you have such low GPU usage.

I think it depends on the game. But OC'ing your CPU may help. Most people can get 4.0GHz out of theirs, you may get a little under but I think it's worth a try before you go selling/buying parts.
I'm not sure why you would go with Ryzen at 1080p with a 1080Ti. That doesn't make much sense.

Ryzen isn't fast enough to push high framerates that the 1080 Ti is capable of at lower resolutions. *1440p and up and it's fine.

*I don't know about any of the games you mentioned other than PUBG and COD WWII and those two seem slike normal numbers... for a GTX 1070... But that's the thing, Ryzen isn't fast enough to keep up with a GTX 1080 or 1080 Ti at 1080p. There could be something causing you slightly lower perofrmance, but you simply can't expect to match an Intel system with a 1080 Ti at 1080p.

Mobo, ram, and CPU were a gift so I only bought the 1080Ti so I wouldn't have to upgrade in the upcoming years. I've always went with Intel before so I guessed the Ryzen wouldn't be that much different but I guess I was short on research especially with 1440p gaming...

Any suggestions besides selling the Ryzen and going for I'm guessing an i7 7700k? Or would that be just as uneventful as it is with the Ryzen at 1080p? Getting a new pair of monitors for 1440p 144hz is out of the question unfortunately.
