Pc Underperfoming? Please help!

(Amd a10 7850k running a stock cooler, Ddr3 8gb 1600mhz ram, a78-g41, and corsairs 560w psu, Gtx 970 4gb from msi) I've had my gtx 750ti for about a year now and it has been working like a dream, but now i have upgraded to a gtx 970 and it all got horrible wrong. I downloaded windows to my freshly bought ssd and installed all the chipset drivers, nvidia drivers you know, my first game that i decided to download was skyrim. I started it maxed out 60fps and thought this is brilliant but then it started jumping around from like 22fps to 60 which never happened with my 750ti, I've been looking after solutions for about a week now but i haven't been able to find anything. Any Suggestions?

I tried furmark without aa and i got under 65 max celsius with around 72fps, In fifa 16 i tried afterburner and i have a picture of what the statistics looked like.
. And there was something with the ram usage that bothered me, It said that im using 4.1gb ram out of 4.1gb, and i have 8gb. In pc settings it sais 8gb (6.9 usable) but that is how it has allways been.
Msconfig doesnt add more.
 
Few things to try: have you got all of the gtx 970's external power connectors plugged in properly. Make sure you have the latest drivers from nvidia, and also, on your msi afterburner graph it shows w GPU 2, what is that?

For your RAM, try to reseat it.
 
Ram reseting doesn't make a difference (if you mean taking it out and putting it back in) and the 8pin and 6pin are in their place. Gpu 2 could be my radeon r7 from APU, i have to go check bios if its disabled or not. And i have tried 3 different drivers, now im using 358.50 but the latest doesnt make a difference.
 
In fifa 16 also which i used to play with over 60fps without any stutter it now runs 30 fps on lowest settings :/. Fps doesnt really drop, it is terrible all the time, In skyrim when theres alot to render it drops like it should but 30fps with 970 doesnt sound normal. Now my ram usage is in its full potential but it doesn't make a difference as both of those games arent really hard for ram. Could windows 10 help as it can use dx12? Oh and im also thinking about upgrading to i5 6500, with ddr4, But is it possible that somehow my current cpu which is most likely a bottleneck could somehow make a gtx 970 work like a gtx 560 😀 Ty for your help so far :)

When playing Fifa, what is your Gpu clock speed?
You should not be getting drops like that at all, Dx12 Support won't make a difference to these games, as they do not run Dx12. But personally I do like Windows 10.
An upgrade will make your games play better, yes. But your current CPU will not make your card do what it currently is. It should be far better.

This is what it looked like in fifa 16 lowest settings. It drops to 899mhz in the first 60 seconds. Should vram usage be only 3000? It looked like 40fps because it stutters this weird way but fraps says its around 80 in fifa 16 :0, but skyrim still around 30-40 in outdoors :/
 
Didnt change anything in skyrim, fifa runs smooth now, stuttering disappeared when i locked it to 60fps instead of unlimited, Could this usage thing be the problem?

Its from skyrim while in the game. Usage never went over 60 :/
 
Benab could it be my psu? I red that you need 28a 12v something for gtx 970 and i only have 16 and 18 amperium in those? My psu is LC-Power 560W, LC6560 v2.3, Silent Giant Green Power Edition, 80 Plus Bronze (i didnt remember it was lc and not a corsair) Its like the chepest over 500w there is 😀
 
Although I have never heard of the PSU make, It didn't seem to have many bad reviews on it, or did it seem really cheap. And even some of the high end Multi-Rail PSUs Do not do 28 over each rail, so I think you are fine.
One thing to note; make sure your GPU does not have 2x 8 pin power connectors, as some 970's do.
