Build Advice PC underperforming across the board

Hi folks, a bit of help please. Here's the summary results out of User Benchmarks from my PC build:

UserBenchmarks: Game 58%, Desk 33%, Work 44%
CPU: Intel Core i7-6700K - 32.9%
GPU: Nvidia GTX 1080 - 104.6%
SSD: Samsung 850 Evo 1TB - 80.1%
RAM: Corsair Vengeance LPX DDR4 2666 C16 2x8GB - 68.9%
MBD: Gigabyte GA-Z170X-Gaming 7

Basically, the entire system is underperforming. Has been since I built it - still works and plays everything, but is just crappy compared with what I thought I bought and paid for - e.g. struggling with 1080p in some games.

If it was my guess I'm thinking that CPU score is what's doing it. It was my first build, so not sure if there was some other step I should have taken to optimise or something at the end. E.g. I found out early on that CPU was underclocked in settings to only 20%. Could something else like that be happening?

Pretty sure heat management is fine. Anyone got any tips? Or should I bite the bullet and pay someone to open it up and fix whatever I cocked up!
