Question PC underperforming for no reason?

Hi,my pc seems to be underperforming

I need to lower graphics in gta 5 to be able to have 60 fps in online while driving,meanwhile my friend with a 1060 3gb and fx 6300 maxed out everything and he has above 60 fps all the time

In minecraft,I saw a youtube video with the same components as mine and he was having double the fps I was having in the exact same situation,though he had even better graphics

Here is an userbenchmark,and the gpu seems kinda low?

The user benchmark you linked is for an i5 9400F and RX580, not the components you listed.

The components listed there are my components,I was talking about my friend's pc,which I should have been outperforming,or atleast being equal,not him outperforming me by a large amount...

Did you check the CPU temperature and the GPU temperature?
It is indeed not logical that your Core i5 is slower than an FX6300.

Also, maybe you can check in the Windows Task Manager if you have other processes eating resources.
