Question PC Underperforming in games like Tarkov and Warzone Nvidia RTX 2070S + Ryzen 5600x

I feel like my pc is underperforming as on games like warzone and tarkov my FPS is around 60-70 sometimes dipping into 50 when i feel like it should be much higher also when i check task manager usage is sat at about 40-50%.
My friends with worser rigs have higher frames ive tried messing with nvidia settings etc but to no avail.

However sometimes on boot i get a black screen and it waits maybe 10-15 seconds then actually shows the windows log in screen not sure if thats relevant of some sort of problem?

Sometimes when booting it sticks at a black screen for 15-20 seconds before booting to windows screen could that possibly mean PSU issue as ive saw that my PSU isnt the best would upgrading maybe fix my problem if so i will.

any help or insight greatly appreciated
