Question PC underperforming in some games , please help me iv'e tried everthing

So i'm mainly a fortnite player and i want to get the most FPS i can it's obvious that with my build i should get a lot of FPS but this isn't the case i can't even hit 240 on all low settings and when i'm in game my GPU clock speed is of 1,300 and CPU of 3,699 so my GPU is under performing in game. Iv'e tried to overclock and iv'e literally tried everything , please help me iv'e been so desperate for months

Ok a few things here.
1 if you are running in rapid mode on the samsung userbench bocks at it.
2 you have thinks running in the back ground of 20%.

So
1 turn off rapid mode
2 reboot and kill all background tasks not needed, then rerun userbench.

It doesn't solve the issues you are having but it helps everyone to see alittle bit of what things looks like.
