PC Underperforming on GTA 5

I feel like my current setup (i7 4770k, GTX 770 2GB, 8GB RAM) is underperforming on GTA 5.
From task manager, it looks like my RAM is running out,
but I have no other programs running in the background,
and GTA is only using 4 of my 8GB of RAM. Please help.

Your suspicions are correct. I have 16GB and use 7-8GB with an 11-12GB Pagefile on my SSD

EDIT: GTA V is a resource hog but you may also be running out of VRAM with only 2GB. Are you monitoring while you play?

I just read online that other people with GTX 770 2GB are running GTA 5 on high graphics, but it exceeds the memory limit on my card when I put textures on high. I'm not sure what the issue is here. Will a simple RAM upgrade help at all?

If you are running out of VRAM, then upgrading your system memory won't help with that.
