[SOLVED] PC underperforming / stuttering

Hey everyone , so recently i got a new graphics card(RX 580) and a PSU that goes with it ,while i have seen improvement from my previous GPU (GT 730) its definitely not as good as i've seen in the reviews. I've done a bit of research and tried userbenchmark.com , here are the results: https://www.userbenchmark.com/UserRun/14710207 . In some older games the GPU holds up while in some newer games / more demanding it stutters . So far i've only tried apex legends and Witcher 3 ,I 'm ruling out apex right now because its fresh but it has hard stutters close to the end of the game and sometimes crashes. In witcher i get stutters for 0.5-2 seconds every 5-10 seconds depending on how much time i've spent in the game. Hope there's a fix to this or at least something to make it a bit better. Thank you!

I finally got it fixed , when trying to look for XMP (it was on profile 1 so not disabled) my hyperthreading was disabled turned it back on and no stuttering . Thank you everybody!
So you'd probably need a better processor and I suggest getting another stick of RAM. With today's games, I feel a lot safer having 16 GB of RAM. I suggest looking into the i5-i7 series depending on your budget. I have little stutters on apex using my fx-9590 and cannot play fallout 76 without it being a bumpy damn road. But before you take this advice, can you post up some temperatures and cpu/memory usage metrics when you play these games?
 
Did you try uninstalling old NVidia drivers with DDU? try uninstalling both Old NVidia and New AMD Graphics Drivers, and reinstalling latest RX 580 Drivers again.

Also that Processor will hold your 580 in most recent games, or Heavy Threaded games
 
Bottlenecker said my cpu is like 10% bottlenecking my gpu which before my gpu bottlenecked my cpu so i thought it would perform way better. So i played witcher on medium preset on both graphics and post processing it reached 65 GPU and around 55 CPU but then i did Ultra on Graphics (but turned hairworks down) and high on Postprocessing and it somehow got lower temps? 53 Max GPU and 54 CPU. I measured using GPU-Z.
 
I did uninstall drivers with DDU in safe mode and i should mention i'm not playing at 1080 p i'm playing at 1280 x 1024 because my main monitor doesnt work ( it had only VGA) so i got an adaptor VGA to hdm and it faded black so i got this older one , but i don't mind , doubt that somehow makes it worse.

Well the stutter in Witcher 3 it's because of your processor. This are the Official Witcher 3 requirements:

I've used part picker to see the wattage , i stitched a couple of things here and there because i use an old HDD , couldn't add the monitor and the case , but my monitor is Philips 170S and Case is floston blue defender which has 2 fans in the face , but doubt that increase it by much. One of my friends recomended me that PSU he used it for more than a couple of years and said it's very good.
 
after reading what your getting in fps on witcher i pretty confident, your cpu is bottlenecking your gpu...
also your running your ram at the default profile not its xmp settings. so enable xmp in bios/eufi.

as for your psu. it is a potential issue as its not the best. but there is enough power in it to run that build without issue as long as the psu is without issue and seems to be...
