[SOLVED] PC Underperforming when it shouldn't

My PC is lagging on games where it shouldn't. I lag on games like Overwatch, Rocket League, and Apex Legends. Even running these games on the lowest settings, it is not smooth. When I first built my system, I could run all these games on max settings with smooth frames, except Rocket League because I just got it... My benchmark mentioned something about high background CPU Usage, the only thing I had open at the time was chrome. I'm to the point where I'm convinced I have a virus. I already scanned for malware as well.

Anyway, here are my specs and the userbenchmark link. My drivers are all up to date.

UserBenchmarks: Game 132%, Desk 95%, Work 132%
CPU: Intel Core i9-9900K - 99.8%
GPU: Nvidia RTX 2080S (Super) - 135.1%
SSD: Samsung 970 Evo NVMe PCIe M.2 500GB - 236.1%
HDD: Seagate Barracuda 4TB (2017) - 73.6%
RAM: G.SKILL Trident Z DDR4 3200 C16 4x8GB - 95.9%

EDIT: After writing this I checked my CPU usage in task manager, with chrome still open, and it is under 10% load.
 
Solution
Looking at the motherboard info in that userbenchmark is your bios pretty old, might be good to update. The becnhmark also indicates that all parts run fine.

No internet problems? (LAN)
