Question PC underperforming

So i bought a new Rx 580 a few days ago and its really doesnt perform like it should in some games, for example Battlefield V runs really odd, my perforamance is jaggin all over the place and is way below than it should be.

but for example when i play apex legends the game mostly runs as it should, with the only problem that kills my performance is bangalores smoke or her ult.

I have a i7 4770k that gets really hot but it isnt thermal throttling neither is the rx 580 with 8gb, i have 16gb of 1333mghz ddr3 ram (2x8).

I also have microstutters.

And it gets way worse, also i dont know if that means much but the cpu curve is way above the gpu one and u can see that the cpu is always spiking before the gpu is.

I am really lost to what is going on.

Did you properly uninstall the old video card drivers before installing the new gpu ?
so at the beginning i uninstalled them by hand in the uninstall system control menu.
then after some time after installing the amd drivers aand having issues i started using this ddu3 tool and saw that it still showed my old gtx 770 as fist device (gpu#0001)
after uninstalling the old remaining nvidia drivers (without safe booting) and restarted the pc and reinstalled my amd drivers from the normal setup exe in the amd folder on my pc.
Yet still when i open that ddu3 tool it says that the gtx 770 is gone but my rx580 is still on gpu#0002.
tho i think the problem isnt on the gpu part, its more my cpu acting weird. cause i did get normal 3dmark performance for example. but yea games like bf v run really really not like they should
