[SOLVED] PC Underperforming

Hi guys, I was hoping someone could help me out with some problems that I've been having with my PC. On most of the games I play (Rust, GTA, Battlefield etc) the computer rarely ever gets up to 60 fps at 1080p on any settings. When I bought the parts I made sure that they'd have enough power to run the games I wanted to play so it's quite frustrating that they're close to unplayable. When I looked into it, the usage of both the CPU and GPU didn't ever go above 40%, the temperatures were fine and memory use was normal. My specs are:

Ryzen 5 1600 @ 3.4 Ghz
EVGA GTX 1070 superclocked overclocked as high as is stable
16 GB DDR4 @ 3200 Mhz
Games are on a 2TB Seagate HDD and Windows 10 is on an SSD
MSI B350 Gaming Plus Motherboard

Any help would be appreciated and thanks in advance.

Did the test crash on you mid-way? Because the end results are incomplete.

What I did manage to gather from this is that-
-Your SSD is slow because your either not using a 6Gb/s cable -which shouldn't be the case, as some come with the motherboard - or you didn't install the drivers for the unit?
Are the mobo's driver's updated? Link: https://www.msi.com/Motherboard/support/B350-GAMING-PLUS#down-driver
The firmware for the SSD can be updated as needed: https://media.kingston.com/support/downloads/KSM_setup_1.1.2.1.exe

-Your 1070 wasn't detected at all. Turn the PC off and make sure the card and pcie 8-pin cable are fully seated .

HDD is terrible for gaming, especially on games like Rust and Battlefield. Also, AMD usually suffers from a few optimization issues.

Sounds stupid, but have you made sure that those games aren't using the integrated graphics on the motherboard?

A few of my games are on an SSD and they still perform badly so I'm pretty sure it's not a drive issue, and yeah I have checked to make sure the integrated graphics aren't on and it's definitely being run on the GPU. I've tried almost everything and I think I'm just about ready to throw the thing out of the window hahaha

Are you having any kind of heating issues. You could be throttled if your temps are to high. Use a program like Cam from NZXT or any program that monitors your temps. Let me know what u getting.

So just ran the heaven unigine benchmark for about half an hour and CPU temperature stuck at around 50 degrees and GPU never went above 75. I read something about keeping a GPU below 85 and a CPU beneath 70 so these results aren't concerning are they?

Do you have different games on different platforms like steam or origin and if so does it run better on one platform or another? Also have you tried to see if you might have something called 'hardware articulation' if its turned off you could get some improvement. Not everything has this option however.

Where would this option be? Is it an in game option or would I find it in windows?

HDD: Seagate Barracuda 2TB (2016) - 108.2%
RAM: Corsair Vengeance RGB PRO DDR4 3200 C16 2x8GB - 106.3%
MBD: MSI B350 GAMING PLUS (MS-7A34)

I reseated the GPU and this time it was recognised: https://www.userbenchmark.com/UserRun/19044386
As for the motherboard, everything is up to date except for the bios.
I'm unsure whats happening with the SSD as it's also up to date, but that doesn't really concern me too much as its only a boot drive.
