[SOLVED] PC Underperforming

Hi, I got new pc parts yesterday, built it and was excited to feel smooth fps with high graphics on 1440p, but...

So well, I have

Gigabyte RTX 3060ti Eagle OC
i5-12400f (+ BeQuiet! Pure Rock 2 Cooler)
32 GB RAM (16x2 3200 MHz Crucial Ballistix)
Gigabyte B660 DS3H DDR4
BeQuiet! E9 CM 580W 80 Plus Gold (which is from my old pc, so 6/7 years old, because I didn't want to spent unnecessary money if it's fine)

I've expected atleast stable 60 fps in most games on highest settings in 1440p, but well I got unstable 40-60 fps in Witcher 3 (Uber, 1440p) and 40-50 fps in Cyberpunk 2077 (Ultra, RTX off, DLSS Quality).
Benchmarks I've watched with same card + similar or even worse cpu show ~80 fps in Witcher 3 and 60/70 in Cyberpunk 2077. I've tried almost everything, deleted drivers with DDU and installed fresh, nothing changed. Tried old drivers, nothing changed.
I had fresh installed Windows 10, so I doubt reinstall would help anymore. I have xmp on, so my ram show as 3200 MHz.

Please help, I just want to enjoy stable 60 fps 1440p ;//

cpu ~45-55 celsius
gpu ~75 celsius
ram depends on a game of course but mostly msi afterburner shows like: 8000 MB 2000 MB, so I guess one uses more, idk.
ssd also fine, it's m2 samsung 980

Well, I didn't watch one benchmark, I've seen a lot and they have higher results than me, even 3d mark spy test for me is 9k points while average on same setup is 11k points. Even GeForce Experience recommends me max settings (even with upscaled res lol), but it's 40 fps for some reason.
I decided to use Windows 10 for now, because I bet 11 is still buggy.

I think it may be the issue too, although it doesn't look like CPU + GPU is even using more than max. 330W. GPU is running 99% always after all, on high settings it's playable, although on Uber nope, everyone greatly recommended this card for 1440p 60 fps and online benchmarks show better results than mine, confusing situation.
 
Yes, your gpu is under performing. Try using MSi afterburner and see if you can overclock it a bit, although it should be strong out of the box. The only thing I see wrong with your build is the psu. Just checking since it is a new build. All the chipset drivers were installed?
 
Just a few ideas, in Witcher3 the "Hair works" setting or whatever it was called really hit my 2080 which would be around the 3060, on a Youtube video it may well not have been on. I don't think it is the PSU, BeQuiet are pretty good and should be more than capable of running this system. What case is this all in and what are your temps like using HWinfo64?

What cable are you using from GPU to your monitor? Are the BIOS set to the correct PCIe Gen speed on your Mobo?
